While placing tank in service (circulating), operator left bleeder valve open on 700 viscosity lube stock line near tank that released the finished product to soil.

The facility immediately closed bleeder and began to vacuum spill and remediated soil. The RQ for lube oil is 1 barrel. This event released 7 barrels.
