Cause: There was a power failure and the plant went down due to rain cooling down the equipment. A leak was found on the head of the HCL column reboiler in Unit NE 205B.

Cause: Excessive rains caused a storm water overflow of containment berms.

Notes: The refinery sampled the stormwater for pH, oil and grease, and total organic carbon. The pH of the overflow was 9.2, and the rest of the test results had not yet been received at the time of the written report. Amount of stormwater released is unknown.



Cause: Hurricane Gustav caused stormwater to overflow street curbing and discharge into local drainage, bypassing the facility's permitted stormwater outfalls.
