Cause: Light cycle oil flush materials were directed to the WWTU. The oil began to foam over with the activated sludge in the aeration basin and accumulated on the ground outside the storage tank in the secondary containment.

Notes: Impacted soil was removed and hauled for disposal at the Woolworth Landfill. The sides of the tank were washed down.
