Notes: The facility immediately closed bleeder and began to vacuum spill and remediated soil. The RQ for lube oil is 1 barrel. This event released 7 barrels.

Notes: Contractors removed impacted materials outside of secondary containment and vacuumed fluids inside of secondary containment. The facility has been doing weekly inspections of the secondary containment structure and has noted planned discharges of stormwater.

Tank Farm
Cause: On May 1, 2013, 700 viscosity lube oil from a rail car on the east side of the refinery was spilled due to the overfilling of a tanker car during loading operations. Release impacted an area of 150 ft long and 40 ft wide. The release migrated to Calumet process drains which are treated at the waste water plant. The release stayed on-site and did not leave the facility or enter a waterbody.

Followup: No

Notes: Immediate corrective action was to isolate loading line to stop flow of oil into the tanker car. Specific remedial action was to clean up free oil and start soil remediation. Hill Services was on-site and contracted to perform the clean-up. Free standing liquid (oil) and affected gravel was removed via vacuum truck. From May 1, 2013 to May 14, 2013, the free liquids in the affected area was removed via vacuum truck twice. Final attempt for clean-up was to remove the affected gravel via bobcat equipment and replaced the area with new gravel. All waste generated from clean-up was stored on-site at the non-hazardous holding area that will be disposed at Woolworth Landfill.

East Rail Car Area, Tank Farm
Cause: Investigator stated an operator was loading a rail car and overfilled it causing lube oil to spill to the ground. Approximately 4 barrels of 700 viscosity lubricating oil was released to the ground at the east side of the refinery on 1/3/14 at 9:15. The release impacted an area of 75 ft long and 15 ft wide. The release traveled south of the loading area to Calumet process drains which get treated at their wastewater treatment plant. Answer to "Which applicable Reportable Quantity limits were exceeded?" is left blank in report.

Followup: No

Notes: Hill Services was contracted for the clean-up on 1/3/14. Free liquids were removed via vacuum truck and recycled back into a slop tank for reprocessing. No waste was generated from this incident. Investigator stated that due to the nature of the sub-surface of the affected area, no confirmatory sampling will be collected. At the time of the inspection, the 700 viscosity lube oil product was noted to float in-between the gravel at the east rail car area. Site will be forwarded to remediation. Stopped filling operations and contain spill. Removed product and contaminated gravel. Any waste generated will be hauled to Woolworth Landfill under manifest.
